ICI Leaders Program
Working Paper Series
The India China Working Papers Series represents the research and ideas on two countries, their interactions, and the impact of their relations at both regional and global levels. The work came out of two different initiatives at ICI: the IC Leadership program, and the Emerging Scholars program.
The aim of the series is to provide a single site for the accumulation and rapid dissemination of research on India and China to a global community of scholars and practitioners, as well as a platform to share ideas and foster debate. The papers were reviewed by an editorial advisory board consisting of leading scholars and experts from a wide range of disciplines from around the world.

IC Leaders Program: Urbanization and Globalization Cohort (2006-2008)
Growing Cities in a Shrinking World
This edited volume represents ICI fellows’ research and collaboration and came out of the first signature fellowship program, Urbanization and Globalization. The program started in early 2006 when the first cohort of ten fellows, five each from India and China were joined by six faculty members from The New School who served as facilitators and provocateurs. The fellows met with the aim of first agreeing on a set of key questions about the future of their countries and then discussed possible solutions.
Growing Cities in a Shrinking World (Macmillan, 2010) presents shifting perspectives on the urbanization and globalization occurring in India and China. Productive dialogue between India and China is critical, especially at a time when both countries are actively removing barriers to reach out to each other and the rest of the world. This volume is significant for fostering a dialogue that avoids preconceived notions and misconceptions. It focuses on asking the right questions and strives to find answers, however elusive.
2. Parallax Visions
The essays, articles, and poetry in this anthology also came out of the initial fellowship program at ICI, Urbanization, and Globalization, which took place from 2006-2008. The work reflects the collaboration and exchange of the participating scholars, economists, urban planners, and social scientists.
The genres and languages represented in this anthology reflect the diversity of the authors. Entries range from a cover story for a popular Sunday magazine in India to a policy document to a series of columns for a liberal newspaper in China. Chakrapani Ghanta and Amita Bhide wrote in their native languages of Telugu and Marathi, respectively, while Guo Yukuan and Yao Yang published in Chinese.
The anthology’s title, Parallax Visions, speaks to the deepened understanding the fellows developed as they challenged, explored, and shaped their ideas about each other’s countries. “Parallax” is the apparent change in the direction of an object, as a result of a shift in the observer’s position. The works in this anthology illustrate how the program’s unique three-country conversations allowed the fellows to examine their concepts about India, China, and the United States from a different perspective and to reconsider their ideas about each country’s economy, governance, urbanization, and globalization. In addition, this process provided the fellows with opportunities to grow as public intellectuals, expand their international networks, and solidify their positions in their respective professional fields.
